何といっても教育の中心は教師です。いかによい制度ができても、いくらよい指導精神が紙の上ででき上がりましても、いくらよいカリキュラムや教育方法が考案されましても、よい教師がいなければよい教育は行えません
森戸 辰男（もりと たつお、1888年（明治21年）12月23日 – 1984年（昭和59年）5月28日）は、日本の学者、社会思想家、教育者（初代広島大学学長）、政治家（文部大臣）。
その森戸の教育論の中心は「よい教師」を創り出すことだった。制度、カリキュラム、教育方法などのインフラも重要だが、やはり教育は現場の教師の教育力に依るところがもっとも大きい。いかにして「よい教師」になるかは、教育現場にいる者の最大のテーマだ。
